Quite frankly, I don't like this much at all... 

I feel that it robs a school district of much needed property tax revenues, that these particular neighborhoods badly need.  It also builds in an obsolescence, knowing that in 10 or 15 years, the abatement runs out and sellers then may be competing against other newer developments with remaining abatement.

Typically, a tax abatement allows a home owner to pay taxes on just the value of the land, not on the improvement (house or condo), or a 50% abatemtent on the improvement, running 10 or 15 years...

If developers won't build unless they can offer abatements to get units sold, they don't have a strong enough product to sell.  And if buyers won't buy unless they receive an abatement, they aren't committed enough to the purchase.  Why not, maybe a three year abatement?  Why these 10 and 15 year abatements?
