The use of your air-conditioning unit will create condensation within the housing cover. As this water accumulates and fills the pan, it will reach the drain and drip out to the ground below. It is important that the drain line allows the water to flow out; a negative slope will force the water to remain full inside the air conditioning unit.

Here is an example of what a negative slope drain looks like.

When that drain/overflow starts working that AC unit will have pulled out a lot of moisture. :)

I don't think it was always like this Eric. I heard that the deer were sleeping near there, it may have been bumped recently. Luckily the need to run the A/C just started here in Sacramento.

You could Sara, it just needed to be turned to level out the pipe. I did it with a small wrench.

Tom, I love reading your posts.  They are making me smarter by the day!  I sold a home a couple of years ago that had severe foundation problems that had been repaired twice. While the transaction was pending, the house heaved up again! I had great Sellers and a wonderful Realtor on the other side of the transaction, with a client who loved the house. Through brainstorming with many people, including two engineers, it was determined that the condensate line dropped through the wall and emptied under the foundation. That line had been the cause of the foundation shifting over the years. The wall was removed and the pipe properly rerouted.  All is well.
