Generally the county property appraiser sets the property values and the county and other taxing authorities determine the rates. Other factors enter the picture as well, such as a homestead and other exemptions.
Taxable values are established once a year and are a year behind. For example, the taxable values for 2013 taxes will generally be based on eligible sales in 2012.
