Just having a bit of fun regarding this particular news topic, but ...
I believe the new IL Bill's passing will become a perfect example of what is typically referred to as the "trickle-down" theory.
It will provide evidence that what first effects one portion of the real estate industry ... will typically end-up "trickling down" and effecting the rest of the industry.
Get it? "Trickle down" ... a bit of plumbing humor, right?? I know ... I know. But I couldn't help myself!
Both Houses of the Illinois Legislature passed this new Bill on May 15th, 2012. It's called HB 4496. In essence, this new Bill authorizes the State of Illinois' Department of Public Health to update the state's plumbing code.
In a recent press release, the Metropolitan Planning Commission stated that this new IL Bill HB 4496 provides for:
- Rainwater harvesting for re-use.
- Sub-Metering in new Multi-Unit buildings.
- Minimum safety standards for gray water re-use.
- Improved efficiency standards.
How is my "trickle-down" theory proven by this new Bill??
Well, just consider how this new Bill can and will effect real estate transactions in Illinois moving forward from the January 1st, 2013 implementation date.
Should new plumbing need to be installed within a property ... there will be new standards demanded regarding the plumbing work itself AND the new materials having to be used. There will be new meters to know and to install. New plumbing efficiency standards to be met. New safety and environmental standards and requirements demanded.
ALL within the industry will have to learn when, what, where, and how the new Bill must be implemented. That new, required info will have to "trickle down" through the entire real estate industry ranks.
We ALL, whether part of the overall public, plumbing services, or real estate professions, will eventually have to be thoroughly educated and informed about these new changes too.
Whether a new buyer, a seller, a plumber, home inspector, appraiser, agent, mortgage lender, attorney, or underwriter, (and the list goes on) ... we all will be effected in some way.
Drip ... drip ... drip ...
So I'm "leaking" this info to you. If you're a resident in Illinois, doing plumbing business in Illinois, or hoping to buy a home in Illinois at some point in the future ... be aware.
