Due to recent housing market conditions within the County of Riverside, the Assessor ‘s office has begun to review the value of properties purchased within the last year in an effort to determine if value reductions are warranted under Proposition 8 (Prop. 8).

If you believe the assessed value of your home is greater than its current market value, you may request a review by filling out and returning a Decline-in-Value Reassessment Application (Prop. 8) form. Our staff will review your request and provide written notification regarding their findings.

In CA the tax assessor are so backed up with these this year.  It can take months to get a response.

I used California Tax Refunds (858-541-2400) and got a refund check for around $2,000 from my 2007 tax bill.  I was skeptical about using a private company at first, but they are licensed appraisers and members of the BBB and did a great job. They just did my paperwork for the 2008 review period because the value dropped even lower this year.

After almost 4 months I still have not received any reply or acknowledgment of my letter, decline-in-value reassessment application, and supporting comparative sales that were sent to you.  How much longer will it take to get a response to my letter?

You can get all the information you need on the Assessor's web-site, but if you want your comps delivered instantly and the form electronically prepared in less than 10 minutes for $29.99, you might consider using my web-site http://www.californiaproptaxappeal.com.  I created the site out of personal frustration with getting forms and filing by hand.

I have a question regarding the base year on my property tax bill. I think that I am being looked over by the assessor because my base year is 2001. I purchased the raw land in 2001 and built a house on the property in 2007. I have a recorded notice of completion from Riverside County on January 29, 2007. My question is: Since I completed the construction in 2007 and the structure was added to the tax bill shouldn't that change the base year? When the assessor reassessed the property all the value was added to the structure based on the current sales in the area. Do I check the box for Decline in Value? And also the box under New Construction that says, Base year value for the new construction established on the date of __________________ is incorrect? Should I designate the application for a refund?

I appreciate any feedback advice you can give to me.
