"The more corrupt the state, the more it legislates."

Publius Cornelius Tacitus (AD56 - AD311)

If anyone would know about the corrupt nature of a growing and ever-intrusive gubment, it would be a Roman Senator during the first 400 years AD.

Tacitus was the son of a Roman historian, who was a friend of the historian Pliny the Elder. 

He married the daughter of a Roman general, loved hunting, became friends with the historian Pliny the Younger, and studied the machinations of gubment.

Eventually he became a Senator, and is generally recognised as one of the greatest Roman historians.  His major works, Histories, Annals and Tacitus on Christ, are still studied and referenced today.

He witnessed the growth of what he called "bureaucracy," which created many offices or bureaus which all had special focuses.  Of course, as they do today, these bureaucracies would increase in size and scope, and became more "important" and intrusive.

HE CORRELATED GUBMENT CORRUPTION WITH GUBMENT LEGISLATION.

Do we not see that today?

What bureaucracy does not grow?  What bureaucracy does not become more "important" in the eyes of its officers?  What bureaucracy does not become more intrusive in our lives, and makes our lives more difficult?

It is said that the "health" care bill, which came into existence through legislators employing every trick and extra-legal tactic they could to "pass" it, has, at its creation, 116 new bureaucracies!

What do you think will happen to each one of those!?  They will do what ALL bureaucracies do - grow in size, grow in self-appointed "importance," and spawn other bureaucracies each with its own new life and path of existence.

AND, AS TACITUS STATES, EACH OF THESE WILL LEGISLATE MORE AND MORE AS IT BECOMES MORE CORRUPT.

If something, like the "health" care bill, is born in corruption, it has no choice but to employ corrupt tactics as it further legislates and seeks to control and regulate and impose its masters' wills on a populace which, right now anyway, is solidly opposed to it.  The longer this opposed populace experiences the inefficiencies and ineptitude of this massive bureaucracy the more disaffected it will become.

What do you think will be the ultimate result of that?  Think carefully.

Remember one of the complaints filed against King George as his bureaucracies sapped more and more individual freedoms from its "citizens," our colonist Founding Fathers, et al?

"He has erected a multitude of new offices, and sent hither swarms of officers to harass our people, and eat out their substance."

We learn from history that we learn nothing from history.  And if we do not, it will doom us to repeat it.

Good morning Jay. I'm not sure what Tacitus would think of the goverments of today. He would probably just shake his head and say "told you so". I am still not sure how with most of the country screaming no the health care bill still made it through.

We'll find out next week whether SCOTUS agrees that some government should be limited, as in the current Health Care Plan. It will be a groundbreaking decision and I hope they get it right.

Jay -- your timing is great!   Just had the new laws go into effect last week -- over 200 -- from our recent state Legislative session,  and it took two extensions to get the budget passed (though many believe it is not properly balanced).

Talk about bureaucracies...Didn't I read somewhere Obama tried to combine the Commerce Department's core business and trade functions; the Small Business Administration; the Office of the U.S. Trade Representative; the Export-Import Bank; the Overseas Private Investment Corporation; and the Trade and Development Agency into one agency, but was blocked by House Republicans?

Randy - in parts of his various works he predicts that such bureaucratic growth would be the demise of the "Republic."

Richard - or we all lose.

Steven - that's what we need, more laws!  That nobody can describe or understand, maybe, but hey, more laws!

Karl - and the rest of the story?

This "move" is reported by the "White House" to save $3 billion OVER 10 YEARS!  That means it will save $80.  And during those 10 years the gubment will spend a proposed $240 TRILLION!  That there is some real savings!

Analysis:

" On its face, this sounds positive—streamlining, reducing duplication and complexity, and improving service. As long as implementation of the President’s proposal does not become womb-to-tomb government regulation of trade or entrepreneurship, it may prove a useful step in facilitating competition by U.S. business in markets abroad.

The President’s request that Congress restore statutory authority for plans to reorganize government agencies—an authority Presidents had for many years but expired in 1984—is good in concept. Such legislation should give to a President broad authority to propose changes, including abolishment of agencies, and should ensure that a presidential proposal receives a timely up-or-down vote in Congress. Above all, the process must provide that the President’s plan takes effect when the Congress approves it by joint resolution, rather than having the plan automatically take effect unless Congress disapproves it by joint resolution.

The latter automatic approach would cede too much authority to the executive branch, as whatever plan the President came up with to change government would take effect automatically as long as the President retained the support of the one-third of one house of Congress necessary to sustain a presidential veto of a joint resolution of disapproval. Significant changes in the organization and functioning of the federal government should have the support of a majority of both houses of Congress. "  Heritage analysis January 18, 2012

Excellent, Jay.  A bloated government soon becomes a pig feeding on anything that will keep it fat.  When I contracted with state contracts the bureaucrats pushed us to buy materials we didn't need in order to make sure we had the same Federal funding next year.  A typical illustration of a bureaucracy trying to save it's own neck from extension.  And, that my friends is what's wrong with government.  As Ronald Reagan once said, "A government program is the closest thing to eternal life you will ever see."

Pat - and all you have to do is turn off Facebook or ignore it!  Try that with any gubment, which has true power.

Not me Mike!  Tacitus!  The gubment HAS to keep itself fat!  And look at Wisconsin to see what they gubment workers do when the citizenry learns they simply don't have enough fat to give!  In Virginia our governor, who inherited a huge deficit, simply went back to 2006 spending.  We are in the black and I did not notice any disruption in services.

Thanks Steve.  These problems have been around for millennia.

Uh huh...good when Republicans want to streamline government, bad when the Democrats want the same thing. We'll never get Congress to approve reducing the size of government because that would mean a reduction in chairmanships, pork spending, etc. How about a sunset clause on a law allowing the executive to streamline governmental functions?

I'm not against streamlining gubment Karl!  Hooray for that!  But it is a bit of fluff, don't you think, to "streamline" an amount that is less than a drop in the bucket, um hot tub, um pool, um lake, um Pacific Ocean and pretend it is accomplishment. 

And the best sunset clause I can think of was proposed years ago with term limits for Congressmen and Senators.  As I recall that was the only thing not passed in that proposal!  Hmmm, I wonder why not?

Yup, 3 billion dollars is a drop in the bucket...but 500 million to solyndra is the worst governmental abuse we've seen since I don't know when...You can't have it both ways.

C'mon Karl.  Solyndra isn't about the amount of money!  That is bad enough, but that money was "awarded" after it was obvious the company was going down.  Where did it go?  Can you spell c-r-o-n-i-e-s and s-l-u-s-h f-u-n-d?

And I don't want it both ways.

I still like your sunset clause idea.  But not as much as I like Santa Claus.
