This allows HOA dues to be reasonable and homeowners have the option of whether or not they wish to join the Broken Top Club and take advantage of its luxury features. However, this has also created, at times, a financial strain on the Broken Top Golf Club since membership is not a requirement of home ownership and as a result, the club has changed ownership several times.
