To control and prevent weeds:

While Mulch is used to cover the soil, retain its moisture and increases fertility it also helps in suppressing the weeds and prevents them from spreading in the garden. 

If you don't have mulch you can apply regular vinegar to the weeds base to get rid of them, just be careful to stay away from the plants and grass as the acid in the vinegar can kill them too.

Boiling water is another cheap alternative, pour it on the base of the weeds, wait two or three days then easily remove the weeds.  

To get rid of pesticides:

You can use a homemade spray that contains hot pepper and soap, mix two table spoons of hot pepper sauce with two drops of ivory soap, shake well and spray the infected leaves to eliminate Mites and other small insects.

Substitute the pepper with Canola oil in the previous mix, and spray on leaves to get rid of Insects such as mealybugs, mites and aphids.

Praying Mantis, ladybugs and lacewings can be purchased to do the work for you too, get some from any garden center and release them in you garden, they eat many insect pests such as caterpillars, mites and aphids.

To Fertilize your garden: 

Pig, horse or chicken manure mixed with the soil is a cheap and wonderful way to fertilize the garden. You can also make your own compost to enrich the soil and provide nutrients.
