Good morning, Margaret..... it's probably something to do with condensation.... the top of the beam is cold and the air in the garage is warmer...when the two meet is creates condesation and that photo is the result.... just a guess!!

Looks like a cool flat roof repair.  A PVC material can be painted onto roofs, onto which a membrane is applied.  One of these materials is called Sarnafil.  When it gets too hot it can run.  Looking at the photos, the material is coming out between seams in wood and holes in the roofing. 

I can't be sure of course.  If it tasted like chicken it's Sarnafil.

Ok, the taste part is a joke...

Jay, That's funny but I did not taste or touch it.
There is a marble patio above this garage but no roof. Does that help?

If it's a marble patio above that could be dripping latex sizing or sealer under the mastic.  The heat may have forced it into the gaps between the wood members, and it is dripping.
