FHA 203k loan and Automatic gas shut off valves in Oakland or in all of Alameda County
I'm trying to figure out who requires automatic gas shutoff valves. these valves were intended to shut off gas to the residence in the case of a major earthquake.
Alameda and Contra Costa counties require them on every house being sold in their counties. We just had one installed as part of a 203K loan in Oakland, California and as I arrived to do my inspection the city building inspector was leaving. We had a chat and he informed me that the city of Oakland would prefer there were no automatic gas shutoff valves installed anywhere in the city.
It seems many times some of those valves shut the gas off inadvertently whenever a large truck drives by the house. This is been wreaking havoc with the Pacific Gas & Electric Company because it is in their valve, and they don't want to mount reset it. So the owner ends up calling the city. The city merely tells them they can't reset it either they'll have to call whoever installed it. But it seems to be taking a lot of time away from the city inspection department.
So who is requiring these automatic gas shutoff valves in Oakland? The best we can tell it seems to be insurance companies. It appears Montclair Safety and Improvement Council has a flier out that indicates several counties including Alameda County are now requiring this valve, however, when I searched on the Internet it appears that Alameda County and Contra Costa County have a very sketchy ordinance and it is for unincorporated areas of their respective counties.
it seems no one wants to take direct responsibility for requiring these valves. What I've read indicates more than the recommended not that there required. At this point we will not be requiring them on any other 203K projects in Oakland.
There are two types, one shuts the gas off in an earthquake... the shaking sets it off. But the shaking caused by the garbage truck driving by can also shut it off. The one I find that is much more effective is an excessive flow shut off. This only shuts off if there is an excessive amount of gas as would be the case caused by a broken line.
I welcome any comments that might shed more light on this for us all.
