New Proposed Reduction In USDA Eligible Towns In Connecticut Are Being Postponed

On Tuesday I blogged about the New Proposed Reduction In USDA Eligible Towns In Connecticut which USDA recently announced due to the 2010 Census.  the New Proposed Reduction In USDA Eligible Towns was expected to go into affect at the beginning of the USDA fiscal year October 1, 2012. 

After posting my blogged Lenn Harley sent me an e-mail saying that she had heard that the changes were not going to go into affect.  So I called our local USDA Office to find out if there had been any updates the New Proposed Reduction In USDA Eligible Towns In Connecticut as to whether they were still going to go into affect on October 1st as expected.  I was told that no updates had been made, and that they were still waiting for the Senate to act on the changes. 

Well late yesterday I received an e-mail with an attachment of RD AN No. 4679 (1949-L and RUS Staff Instructions 1780-2 and 1780-5), that New Proposed Reduction In USDA Eligible Towns In Connecticut Are Being Postponed until March 27, 2013. This news is not as good as new proposed changes not being implement at all, but at least in keeps the 33 towns that were proposed to be eliminated in Connecticut eligible for funding for a few more months.  There is always hope that the proposed changes will be further delayed as March 27, 2013 draws nearer.

The summary below is the summary that USDA wrote at the end of there 4 page announcement:

"Usage of 2010 Census and ACS data when determining population and income eligibility ensures that program funds are utilized in accordance with program statutes.  Complete applications on hand as of March 27, 2013, may be processed using 2000 Census data provided that written determination of eligibility and evidence of all documents necessary to be deemed complete exist, and that the application can be obligated no later than September 30, 2013.  This does not apply to applications on hand where the applicant is eligible as the result of legislative provisions that expire upon receipt of the next decennial census."

The 33 towns that were being proposed to be eliminated in the New Proposed Reduction In USDA Eligible Towns In Connecticut Are Being Postponed are listed in the chart below.
