John, While rates are low now they are really volital. I would be patience on a refi unless you need to do something for a specific reason. Once rate are steady for a week or so is time to get serious. Also, typically when the fed cuts rate we see an increase in stock activity. Thus, a decrease in bonds. While I was a financial planner this was good for rate but, in the mortgage business interest rate tend to inversely parallel bonds. So, if bonds are down rates go up. I hope that helps.
