If you are representing someone who plans to build a new building you should be aware that all new constructions of of places of public accommodations must complete with the ADA requirement.
Model homes are not ordinarily required to meet ADA requirements. However, if a model home is also serving as a sales office for a subdivision or complex, then the area used as a ales office would be considered a place of public accommodation.
