I would like to thank Bill Clinton for revealing the answer to this question that has puzzled me for years. Despite the overwhelming evidence that tax increases slow the economy and end up decreasing revenues to the government, Democrats have always favored raising taxes. Even in this most recent news cycle, I have heard some Democrats talk about lowering taxes to spur the economy and keep the receipts high... while others have said that we need to raise taxes.
But, Bill Clinton put it into words:
In a long, and interesting speech, he characterized what the U.S. and other industrialized nations need to do to combat global warming this way: "We just have to slow down our economy and cut back our greenhouse gas emissions 'cause we have to save the planet for our grandchildren."
I bet Hillary is glad to finally have that out in the open. As an environmentally responsible Democrat, her platform would include slowing the US economy to combat the possibility and specter of Anthropomorphic Global Warming. I guess as part of that, we will cripple the US economy enough to slow the economies of China and India too. After all, while we create more of the greenhouse gases per person, their production is higher than ours... and while ours is decreasing, theirs is increasing... and while the US had limits under treaties like the Kyoto Protocol (thankfully not adopted), there were no limits for China or India under that treaty.
So, thank you Bill... You really cleared that up for me.
