‘Speak now, or forever hold your Peace.’ Words often heard during wedding vows but may also be very important to homeowners finding their property located within the three districts currently identified by the Starkville Historic Preservation Commission. (SHPC)  Most homeowners enjoy the freedom of making changes to their properties.  Those that live in the three districts currently designated as historic, Greensboro Street District, Overstreet School District and Nash Street District, will soon see that freedom vanish if they don’t SPEAK UP!

Alterations visible from the street,   including entry steps, doors, shutters, windows, porches,  sidewalks, driveways and fencing, cannot be altered without the commission’s approval.  Outbuildings, fences and walls will also require an architectural elevation!$$.

A certificate of appropriateness (COA) is required along with supporting materials. To obtain the COA, the applicant must present 10 collated copies of the application and supporting materials to the Planning Office at City Hall.  Incomplete applications will not be given to the SHPC for consideration. Without the COA no building permit shall be issued by the City Building Official.

And get this…if a building permit is not necessary, a certificate of appropriateness is STILL required.   Better be VERY well organized and have a contractor on standby.  The application for a change must be submitted 30 days PRIOR to a regular meeting of the SHPC.

Most homeowners have great pride of ownership and work hard to maintain the integrity of their homes to the best of their ability and talents. Those with older dwellings or buildings work even harder due to a greater need for maintenance.  Many would enjoy having a committee to ask for recommendations and ideas when planning renovations or alterations, but with this case the SHPC will have the final say in how any renovations or alterations are completed, regardless of the homeowners desires.

The finalization of the standards will be agreed upon by the Starkville Board of Aldermen.
