"Ad valorem tax" and "Non-Ad Valorem"

The following definitions shall apply in the imposition of ad valorem taxes:

"Ad valorem tax" means a tax based upon the assessed value of property. The term "property tax" may be used interchangeably with the term "ad valorem tax."

"Non-Ad Valorem"  means special assessments and service charges which are not based upon the value of the property and millage. Non-ad valorem fees can become a lien against a homestead. (Ref. S.4 art. X of the state constitution)
