Privatizing infrastructures in Howard County.

In the last decade or so, the Howard County has allowed developers to take on   the building of sewer systems in new developments around Howard County, MD, along with the roads which remain private after development is completed.   Some may believe this is a good idea, lets save tax dollars for other things.   But who’s paying for the new infrastructure?  

 

Many of the new developments that have been built in the last 10+ years in Howard Co. have private companies building the infrastructure.   Especially the 55 + communities. 

 

The developer builds the infrastructure /sewer system.  The homeowner that purchases the house in the development is charged an annual fee for 30 years to pay for the construction and placement of the infrastructure.    (A line item at closing.)  This fee is transferrable in resale of house.
