Trash CansCharlotte's City Council has recently rolled out new regulations about just where homeowners can place their roll-out bins/trash cans on garbage pick-up days. This new ordinance seemed to have "slipped by" lots of homeowners.

Regardless, homeowners need to be aware that the new rules include the following regulations:

  • Rollout bins/trash cans must be at ground level within six feet of the curb.
  • Rollout bins/trash cans must be at least three feet away from each other.
  • Rollout bins/trash cans must be at least three feet away from mailboxes, telephone polls, automobiles, and other "street" obstacles.
  • Rollout bins/trash cans cannot be in the roadway or on the sidewalk.
  • Placement of rollout bins/trash cans should not interfere with someone's ability to access the sidewalk.

What gave rise to these new regulations was the accidental death of a high school freshman in May 2012, struck by a tractor trailer, while riding his bike to school as he hit a trash bin trying to avoid it and was thrown into the road where the truck hit him.

This was clearly a terrible event that gave rise to these new regulations for where rollout bins/trash cans should be placed on garbage collection days in Charlotte. But it's easy to see on those days that many Charlotte homeowners are simply not aware of the new regulations. It's also easy to see that once trash has been pick up, the collectors toss the bins around in such a way as to also totally disregard where they land on a property.

Ok, I understand but I just wonder how much money was thrown away in putting these new regulations into effect?  Whatever happened to personal responsibility?

Chris and Dick... tell me about it! And as I said in my post, the trash collectors toss them all over the road and street--so what's been accomplished? And then there are lots where you just can't follow those rules in any event! The accident was highly tragic, but as is often the case, government officials decide they will mitigate an unfortunate event with more regulations.

Like the title. Should bring in the readers. That was certainly a tragedy, but I am curious if this ordinance would even have stopped that from happening. To your point, once they pick up the trash, I'm sure they are not setting them back in accordance with the ordinance.
