The new chief isn't in place yet but he will have a blue-print for the cities 2nd precinct in hand when he arrives.  The city manager hopes to begin interviewing candidates this month and have anew chief in March.  The problems in the 2ndprecinct could boil over to the political arena in May.  Some residents aren't happy with the way the council has handled problems in the 2nd precinct in the past.
