Has a tenant ever asked you install a garbage disposal, an AC or some other unnecessary appliance in their apartment? Well, I get asked all the time for different things, and a lot of time I think it is to your benefit to reject some requests. For example, you are not required to install a garbage disposal in your tenant's unit. If you choose to do so however, you can. But keep in mind that once you install it, it becomes your responsibility to maintain. So, not only did you spent money to put it in the unit, now you are also setting yourself up for more maintenance cost. If it breaks, you can't leave it broken, because you will receive a million complainants. So, sometimes it is better to reject the request.
An AC is another issue. There are areas in the country where an AC is an absolute necessity, because if extreme heat. In other parts of the country however, an AC is just an added benefit. So, my suggestion is, if it is not absolutely necessary, don't install new appliances. As long as the unit is habitable (it has heat, water, properly closing windows, operable doors, no bugs/insects etc) you should be in good shape, unless of course you want the added responsibility of fixing stuff and cutting into your bottom line.
You do have the option of allowing the tenant to install the appliance themselves and have them sign an agreement that they will maintain it while in the unit, but what happens when they move out? Do you ask them to remove it leave it behind? If they remove it, there may be additional work that needs to be done to restore the unit back to what it was. If they leave it, now you become responsible for it when the next tenant moves in. So, you see where I am going with this...
You are operating a business and you should treat it as one, whether you are the owner of a duplex or the owner of a 100+ units apartment building. You didn't get into purchasing investment real estate, just so you can break even at the end of the day.
Now of course you want to keep your tenants happy, but trust me, if you present it in a tactful way, you should have no problem keeping them satisfied. After-all, they rented the unit without all the extras and it was acceptable at the time.
A little tough love has never hurt anyone. Now, remember that you still have to treat everyone equally and fairly.
