PA 2008-2009 Budget For Solar and Energy Efficiency Items

Lancaster PA green building, Lancaster PA solar, Lancaster green homesHere's an inside look into Pennsylvania's budget items for 2008-2009. The total budget is $61.3 billion.  A priority is an "energy independence" initiative that includes: 

 

  • $350 million for the Pennsylvania Energy Development Authority to offer low-interest loans or grants to stimulate new products or new businesses
  • $200 million for solar market incentives in PA
  • $150 million for an energy site preparation program
  • $56 million for the clean energy greenhouse (research and development of new products into the marketplace)
  • $50 million for energy projects seeking venture capital
  • $44 million for an air conditioner/refrigerator swap program that offers rebates to Pennsylvania retailers to help replace inefficient units with high-efficiency units

 

Whatever else you want to say about Governor Ed, he certainly is aware of our state's need to enhance incentives for alternative energy innovation.  My friends in the industry are currently bemoaning the impended elimination of the $2,000 per project tax credit (federal) at the end of 2008.  Will PA step up and start offering tax or grant incentives for homeowners???  That's the (million dollar) question...

Great post. I hope they will extend the date beyond 2008. It will help the economy.

My wife and I need to replace the aged heating and cooling system in our "new" home. I hope these incentives include such projects as geothermal heat pumps because they are the most cost effective and energy efficient heating and cooling systems available today. We had to buy an older home because one of us can't negotiate stairs, thus necessitating a move to a ranch home rather than the two story we were living in.  Geothermal heating and cooling would offer us dramatic savings on energy costs.  Most states have programs such as tax credits and other incentives to install these types of systems.  The geothermal heat pump costs roughly double the cost of a standard heat pump but the savings are dramatic.  The schools in Pennsylvania all need to be outfitted with geothermal as the payback based on current energy costs is just a few years.
