Several years ago, HUD changed its guidelines. Only people who intend to occupy the properties as their personal residence for at least one year are allowed to purchase. For the most part, there are no sales to investors. However there is a section of the listings that are available for purchase by investors. These are the properties that haven't sold at the previous bids.
In my opinion, HUD will eventually return to selling to investors due to the fact that many of the properties they have for sale need more work than the average home buyer can do. Without thousands of dollars of rehab work, many HUD houses won’t sell.
There are tremendous deals to be found in the HUD repos. You will need to find a real estate agent to show you the inside of the properties and make your offer for you.
HUD requires Broker/Agent certification to be a HUD approved agent that specializes in HUD properties.
