In my opinion and experience, I would generally say that YES, CLEANLINESS DOES MATTER AS TO THE APPRAISED VALUE OF YOUR HOME! 

VARYING DEGREES OF "MESSY" OR "DIRTY".
Of course, there's varying degrees of "messy" or "dirty".  I would say the answer is YES it will make it appraise for less or lower and it will even cancel your home loan!  I inspected a home this week where I couldn't even see the Kitchen sink because there were so many unclean dishes. The trash can hadn't been emptied so there were flies flying around it and then onto me. There was rat feces in some areas of home. The lender, upon seeing these photos, cancelled the appraisal order this morning.

What's the #1 Thing Real Estate Agents Tell Home Sellers To Do Before Listing Their Home?  DECLUTTER, DECLUTTER, DECLUTTER.   It's important to remember this as well.  No, you're not listing your home BUT it needs to be as clean and clutter free as possible.

LENDERS SELL YOUR LOAN AND LEND ON HOMES THAT ARE TIDY!
One thing a homeowner MUST remember is that they don't only have to sell their home (as in convince the lender to do the loan) to the Lender but also Fannie Mae and any other Company buying the paper on that loan. Each time that loan is sold, there's a home appraisal that follows that loan. If it's a filthy home, it could convince the lender that the homeowners just don't care and what else is wrong with the home if they neglect their investment in this manner? It absolutely does matter how clean the home is to the lender and those buying the paper.

 

FANNIE MAE AND LENDERS WANT LOTS OF PHOTOS.
The other thing the homeowner needs to understand is that Fannie Mae requires a lot more photos now, so the entire home should be clean and well prepared for the appraisal inspection.
