I don't think (at least here in PA) that there would be anything specific that would stop a brokerage from doing that. I think it's one of those things that slips "right between the cracks" of : Is it ethical or is it in that gray area etc. It sounds like a "kickback" to me but who knows how local laws etc would interpret something like that.
That's an interesting dilemma.
That being said, I think that's a pretty poor idea. Other brokerages will have a field day with that piece of news. Keep us updated on what happens with that.
