Headlines vs. Content - Ranking in Google

I've been doing lots of SEO research, and as my office includes myself and one part-time assistant/realtor I get a little overwhelmed.

Are headlines, content or is constantly repeating oneself most useful?  It seems wasteful to repeat repeat repeat tag lines, when one should be including new original content, but the top brokerages repeat repeat and repeat.

Any ideas, suggestions?

Thanks for bringing this up. I'd be very curious to know too. Some agents do have a tendency to load their blogs with keywords to the point that it seems like spamlogs. I would hope that the search engines somehow reward quality.
