That could be because copper theft has reached epidemic proportions in many states including Tennessee.

I personally have been witness to two instances.

One was a house I was showing and when we walked around back, the basement door had been kicked open, the copper water pipes cut loose with the water still on. Not surprisingly water was all over the basement and flowing out the door into the yard.

In my second instance I sold a house in a somewhat remote location. It was a foreclosure so naturally it was vacant. Before the closing thieves again kicked in the door but this time they went up, into the attic and cut all the electrical wiring loose. $8,000 dollars in damages for about 50 bucks worth of scrap copper.

Thankfully my Tennessee Association of Realtors is doing something about it along with homebuilders, law enforcement, and industry representatives.

Very soon state Senate Bill 2400 and House Bill 2344 will hopefully be passed in Tennessee.

It will require:

  • Registration of scrap metal dealers
  • Persons selling scrap metal must provide a valid photo ID along with a thumbprint.
  • Scrap metal dealers will be required to keep records of each transaction including name, license plate number, and vehicle information for each seller of scrap metal
  • Require scrap metal dealers to pay with a voucher instead of cash in an effort to create a paper trail and break the link between metal thefts and the illegal drug trade.

This bill has already passed the Tennessee Senate and is heading for the House floor soon where it is expected to pass with little or no opposition.

Hi Jim,  All of the above requirements have been in place for a couple of years now in our area, and it hasn't seemed to put much of a dent in the problem. So that isn't a solution. Maybe it has stemmed the rise in the number of new persons willing to take the chances, but who knows?

Oh my!  What will the lawmakers think of next?  Fact is laws don't stop thieves anymore than outlawing guns has stopped killing.  It is a character and moral dilemma, a parasite in society.

Wow no concept of such things, we in New Hampshire enjoy the lowest crime statistics in the nation, this is a sad state of affairs to worry about plumbing in a house you have listed

Wow im glad they are taking action to resolve this problem.  Wow i hope those these are caught why would anyone go through all that trouble for nothing. Good post.

Hi Jim - I just heard about copper thieves here for the first time not all that long ago.  I'd read about it in other areas, but just not here yet, until this past week.  I guess one would have to steal a whole mess of that stuff to make it worthwhile - I can think of more valuable things I'd steal, if I were so inclined...which I'm not.

We have taken similar measures in Hawaii, but just saw on the news where copper thieves stole wire from the street lights on the freeway.  I hope they crack down on whoever is buying it.

I am not condoning this, but... looks like crime is paying better than jobs, maybe the lawmakers should look at getting people some type of meaningful employment or some better education?

And as long as crime pays better than jobs this behavior will continue.

I believe some meaningful incarceration would be effective especially combined with work to repay the damages and cost of prison facilities and personnel.

We've seen a rash of this in Missouri as well. Legislation was just passed but as you say, it won't stop the thieves.

Buffalo, MO was hit by a tornado on Monday afternoon. By Monday night they had a curfew - people were already stealing the copper out of the 100+ destroyed homes.
