How do you put photos up?

I noticed on Localism photos were posted along the right side. Where and how do you put your local photos up? I couldn't find any info on the Frequently asked questions or the How to post to localism link. Sometimes I get a little lost on this site. I still don't understand the tags either! Any help would be appreciated.
