In 1892 the Stafford School opened in this community and the following year the Eastside Electric Railway rolled into the area. Urban growth contributed to the area being added to Portland's boundary in 1995 however in 2006 Stafford became a hamlet as residents voted to do so after fighting with Oregon's Court of Appeals to not include 830 acres as part of Portland.

As a village of Oregon, Stafford has clearly defined legal boundaries. Stafford however relies on surrounding resources such as garbage collection, protective services, management of the cemetery, street lighting, building codes and street and highway maintenance.
