What Is the Correlation Between the Facebook "Likes" and the "Reached"?

I am just not sure how this works. I have 400 likes but my posts only reach 23 people or 35 or some other number that I don't understand. It seems the only way to increase that number is to boost the post.

Anyone know what is happening with that?
