Although Stormwater Enterprise was initiated in Colorado Springs a while ago, many homeowners in the city of Colorado Springs are still furious about it. I remember receiving our first bill from Stormwater Enterprise and thinking "Why am I getting charged for storm water?" Apparently, that thought ran through many people's minds!
There is a lengthy FAQ regarding the Stormwater Enterprise in Colorado Springs and after reading through their justifications for the imposed fee, I am still not convinced and do not agree with it. They address every question you can possibly think of asking including why it was not voted on, why it was created, who has to pay it, blah, blah, blah.
I did learn some new information I would like to share though. Depending on how much impervious (non-porous) surface exists on a property, the Stormwater Enterprise bill will vary. If you have a basketball court or large patio in your backyard, then you are going to pay more than others in Colorado Springs; there is a cap of $13.65/month for Single Family Residences (for right now). Your roof, patio, driveway, and pretty much any manmade surface are considered to be an impervious area by the City of Colorado Springs.
From what I understand every homeowner in Colorado Springs has to pay this ridiculous fee, even if you live on high ground (someone did ask about that too by the way). What if you try to help out by collecting the rainwater in order to prevent the storm water? Bad idea because it's illegal, either way you pay. If you choose not to pay the quarterly bill issued by THE Stormwater Enterprise, you may very well have a lien placed on your property. I'll be interested to find out the next bill I get in the mail, maybe it will be from the Gravity Sustaining Enterprise!
