South Caroina Inspection requirement CL100Another nuance of selling a property in South Carolina is the necessity of accomplishing a CL-100 report. Actually the statute itself is listed in Section 27-1085K(3)(f) Rules and Regulations for the Enforcement of the South Carolina Pesticide Control Act. The report is ordered by the seller's attorney and generally paid for by the seller. (anything obviously is negotiable but I'm outlining what the norm is)

What is it?

A licensed inspector makes observations of visible evidence of wood destroying organisms and their damage. It is applicable for the area for the visible area and to the area below the first floor. If there has been water damage to floors above the ground level, window sills, issues due to gutters, etc. this report does not cover that damage. It is also not about mold or potential health related issues.

What is investigated?

There are a host of insects that are searched for: subterranean termites, wood borers, powder post beetles, or other wood destroying insects. The report provides space for the inspector to note whether they are evident.

Also noted is whether or not there is evidence that at one time there was any treatment for subterrean termites. Most importantly the inspector will use a moisture meter and will note the percentage of moisture within the wood including doors and interior and exterior doors.

Results and required action

The most important aspect is whether or not there is indeed excessive moisture and the request for repairs. The inspector will make a diagram illustrating the location. The seller will have the opportunity to have a contractor determine the best course of action but usually the buyer will require any issues be addressed prior to closing or an estimate for repairs be provided and funds escrowed.
