I hear that 2"-3" is the norm and that no foundation is ever zeroed out? One engineer tells us that it slopes and to have it repaired. The other says there are slight variations but does not suggest any repairs? The slope claiming engineer used a water level. The variation claiming engineer states that a more expensive tool called a zip line level should be used for more accurate measurements? No cracks or sticking windows present. What would you advise to your client?

I am a homebuilder as well as a sales agent. i have remodeled plenty of homes too. I would ask the following questions:

2-3 inches over how much distance? Can you see the lines on the outside where the forms were placed? Do the form lines slope? Are there any cracks in either the foundation, interior drywall, or exterior siding (masonry type)? Look carefully for these. Does the floor feel sloped? Stand back and really look at the house.

I do agree with the zip line engineer. But my caveat would still be the total run of the foundation. 2 inches over 100 feet is tolerable. 2 inches over 20 feet is bad.

I would let the customer know about the foundation and then let them decide if they want to get a pro opinion. Let them decide who to use.
