Sad, but likely quite true! 

In my own community, we were an unincorporated part of the country until a little over a decade ago.  Our supervisor lived in another part of the county which was an incorporated city.  Our tax dollars would go downtown, and much of the money would stay there, or filter out to the city where our supervisor was.  When our community finally incorporated and became a city, we were amazed at how much revenue we actually had.  When much of California was socked in recession, we actually had a surplus.
