   Expounding on what Rob said in comment #1...

    The most important thing that a homeowner in an HOA neighborhood can do is to GET INVOLVED in the HOA.  Attend the meetings, run for office.

      Many HOAs and Condo Associations are governed by "Petty Tyrants" who want to lord it over the neighbors.  They over-enforce the rules, they harass and intimidate the owners.

    The best way to rid yourself of these people is to outnumber them, outvote them, and remove them from their position (as Director or Officer) when they get out of hand.

     Case in point:  my neighborhood suffered under a guy who walked around with a camera, citing every little detail, even leaning over fences to take photos of backyards.  One lady got a trespass warrant against him; he still stood on the street in front of her house "documenting" some perceived violation.  Finally, we (the neighbors) hired an Attorney, called an emergency meeting, and voted the b-----d out of office.

HOA's are a two-edged sword to be sure Nicole Doty - Gilbert Real Estate Expert like Rob Thomas I often hear, "I don't want to look at any home with an HOA" from buyers with a previous bad experience.

Rob - There are a lot of people that don't want to be told what to do with their properties.

Freddie Laser - Quite a few years ago in a different neighborhood than I am in now, I lived directly across the street from the community HOA member who roamed the streets with his Farmer's hat and german shephard documenting every petty thing he could find. I was glad to move out of that home. 

Patricia - There are many different types of homeowners and buyers. A good agent will know exactly where to find homes to fit their wants and needs. Some simply do not want an HOA!

Nancy - They are a blessing and a curse for sure.

Nicole- there are both sides to living in an HOA community.  And Fred Griffin makes a very good point.  You have to get involved or be willing to let others control what goes on.

Nicole, As you said there are positives and negatives to the HOA debate. Most neighborhood here have HOA's and the fees are usually fairly expensive.
