Many local older communities do not have sidewalks, not mentioning bike lanes. Did people did not walk or bike when they were built?

because....the bike riders of today in the stetchy pants and names of auto's on their back feel they are entitled to their own "space" maybe they are, maybe they arent..but thats the answer
I have been to Granite Bay before and really enjoyed it there. I even looked at some homes for sale, but they were way out of my price range, haha.
