Tijuana, Mexico has a great cultural center. It is called CECUT and is located in the Zona Rio. There are three major permanent things to see.
Most noticeable is the OMNIMAX cinema known as "La Bola" ("The Ball"). Anothe huge building is "El Cubo" (The Cube), And in between the two, you will find the building housing permanent exhibition, called "Museo de las Californias", One other feature is the "Jardin Caracol (Snail Garden)",
The Museo de las Californias has exhibits which show the history of Baja California and the US state of California from prehistoric times up to the 20th century.
The Jardin Caracol has plants, of course, along with sculptures. The sculptures are representative of the mesoamerican cultures from southern Mexico.
The entire cultural center has over a million visitors per year. It has lecture rooms, a video room, a bookshop and small spaces. The center hosts performances, festivals, operas, international exhibits and temporary small exhibits including art collections.
The museum only costs about $1.50 (US) for adults and about $1.00 (US) for children
