JC! I worked in a dentist's office right after the Oregon Health Plan was started (for low income people) and we saw a few like this--OMG--sometimes it was before, but more likely after as these poor schleps didn't know the first thing about toothcare. And yes, seeing that up close and personal (much like your photo) IS a nightmare in the making.
