I want to blog a local realtor and make reference to an excellent blog of another ActveRain member. Do I just do it? Is this acceptable? Do I need to get permission from the writer of this excellent blog?

If by "blog a local realtor" you mean write a blog post about a local realtor. . . that should be ok, since I assume you would be making positive comments. When in doubt you'll never go wrong by asking first though.
As far as linking to another blog that you think has excellent content. . .there's no doubt in my mind that the author would be glad to have an incoming link, no permission required. Link away!
