I saw that too.  I was shocked to see a few of them in Utah.  I always thought of Utah as clean fresh air.

Utah is very clean, generally, but I think the Wastach Mountains have something to do with it.

Phoenix is ALWAYS bad for particulate - it gets everywhere (and in the air ducts, of course...)

I was at the airport (Sky Harbor) when a dust storm rolled across the desert.  They shut everything down, and it was black as night for about 45 minutes.  I imagine that has something to do with Phoenix's rating.
