Who pays when private companies damage the environment?

What impact the spillage of thousands of gallons of solvent and chemicals have on the value of real estate near and around San Pablo Bay? 

Is there recourse for the thousands of families displaced by the fumes and who do they seek remuneration from in such cases?

In Southern California recent a refinery agreed to purchase 15 properties adversely affected by soil contaminants while also agreeing to provide price protections to other neighboring homes.
