CONSENT AGENDA

- Award Bid No. 17-010 for Aquatic Chemicals for NRH2O and NRH Centre to DCC Inc., and Leslie's Poolmart Inc. in an amount not to exceed $98,500.

- Approve Resolution No. 2017-010, receiving the certification of unopposed candidates and canceling the May 6, 2017 General Election.  

- Consider Resolution No. 2017-008, Texas Governor's Office Criminal Justice Programs Competitive Grant and Authorize an Agreement with Spillman Technologies, Inc., to upgrade the Police Department’s current records management software in the amount of $73,845.00.

-Authorize the City Manager to execute a contract with Bellphi-Environmental LLC for abatement and demolition of the houses located at 6705, 6713, and 6721 LaRue Circle in the amount not to exceed $57,333.00.

PUBLIC HEARING

-Request for replat of Home Town NRH West by Arcadia Land Partners. IN the existing Home Town development. It's at 6221 Sherbert Drive and David Weekly Homes will be building a home on this vacant lot. Going to build a garden home on this lot. Originally had a 10 foot building line and they would like a 5 foot setback instead. Adjacent lots all have 5 foot setbacks. APPROVED.

-Request from Arcadia Land Partners for a replat at 8741 McDonough St in the new phase of Home Town. Making the side yard to face the open space lot. Allows for more area for the open space lot that is between homes. APPROVED.

-Special use permit for retention pond at the Home Town Canal district by Arcadia Land Partners, tabled by the P&Z and so taken off of the record from tonight's meeting. TABLED BY P AND Z

-Amendments to the NRH zoning ordinance regarding the Town Center zoning district from 94 townhomes to 73 townhomes. APPROVED

PLANNING AND ZONING

-Final plat for Home Town Canal District phase 5A on 12.924 acres, SW on Ice House Dr and Bridge St and also Phase 5B on 3.984 acres on SE intersection of Ice House and Bridge St. Phase 5A will be 27 garden homes  45'wide and 22 cottage homes 35'wide lots, and 39 townhomes. Phase 5B  will be 23 townhomes, 12 garden homes.  Councilman Scott wanted to know about utilizing the street where the new phase 5B will be going for parking for Birdville High and the NYTEX. The parking will not be allowed for these venues while under construction. There will be 8 more feet of pavement to add another lane of parking. Councilman Tom wanted to clarify if it will be for residents or public parking. Arcadia Land Partners is working with the city to see about getting a parking authority for those homes, and maybe determining if a windshield sticker or placard in the car for residents to park there and all others to be towed. Councilwoman Rita asked if the extra lane will be all the way down to the canal. No the parking lane will not extend all the way, will only go down to where the open space begins. Parking authority will be for just this canal district area, not all of Home Town. Councilman Mike asked what would be facing the Nytex area, whether it was fences or home fronts. They will be the home fronts. Facing along Hawk Ave will be the side yards and fences very similar to what is currently in Home Town where townhome yards face street side.  Councilman Barth says that parking has always been an issue amongst the residents of Home Town and so the pressure will be on for the new phases.  APPROVED

-Resolution to continue in the Tarrant County HOME Investment Partnership Program.  Requires cities to match funds 30% to rehabilitate homes. Cities can ask for $200,000. $120,000requested by NRH this year and NRH matches  with $36,000. This will help rehabilitate 5 homes in the city.  APPROVED

ANNOUNCEMENTS

Mayor's 5K walk Sat Apr 1 at 9am in the NRH Centre parking lot. FREE registration.

April Pools day also Sat Apr 1 from 11-2 am

KUDOS CORNER for members of the Fire Department that responded to an apartment complex. Called out by the security guard of the complex and said they were a wonderful bunch of people that responded to help.

Mayor congratulated city clerk Alicia Richardson on a recertification achieved.
