CMS Charlotte-Mecklenburg School Superintendent Proposes Extensive Rezoning - Round 2, April, 2017

CMS School Rezoning ProposalCMS superintendent, Ann Clark, proposed a revised round of changes Tuesday, to include 75 of Charlotte-Mecklenburg’s 170 schools. Some of the proposed changes include new measures such as creating paired elementary schools to help improve diversity.

The number of students impacted remains unclear but, many county neighborhoods will see their elementary, middle and/or high school assignments change if the school Board ultimately approves the plan.

The student assignment review, which began in 2015, is designed to increase academic opportunities, deal with over-crowding and increase diversity.

Here are some of the highlights from the presentation:

● 138 schools will have a home-school attendance boundary defined

● Proposals will impact 75 schools

● SES diversity proposed to be improved in 21 schools

● Building utilization proposed to be improved in 32 schools

● Intact feed to be improved in 13 schools

● Proximity of home & school improved for students in 14 schools

● Changing boundaries at 14 of 18 neighborhood high schools: Ardrey Kell, Butler, East Mecklenburg, Garinger, Harding, Hopewell, Hough, Independence, Mallard Creek, Myers Park, South Mecklenburg, Vance, West Charlotte and West Mecklenburg. Many of the changes involve small areas moving from one zone to another.

*NOTE: Providence High School is no longer included in the proposed changes.

Other notes from the meeting:

● Implementation will begin no sooner than the start of 2018-2019 school year.

● Students who will be in the 5th, 8th and 12th grades during the 2018-2019 school year may remain at their current school assignment for that school year. This does not apply to schools whose grade configuration will no longer offer the 5th or 8th grade.

● Students who will be in the 11th grade in 2018-2019 may remain at their current school assignment for both the 2018-2019 and 2019-20 school years.

Good morning Debe Maxwell, CRS ,

Every area of the country that has intense growth is experiencing changes like yours that are proposed in the schools. Some are good and some not so much.... it all depends on the board and how knowledgeable they are when visualizing the future.

Hi James Dray! It will definitely have an impact on home values - good and bad - but, the rationale for the changes is warranted. It just depends upon the community impacted...and IF it will indeed, be impacted (if this passes). We're all staying tuned!

My daughter in law has been concerned about this following their move from Huntersville to their present location.

Dorie Dillard - Yes, it CAN be good and it is a necessary 'evil' but, there are some communities that will be hit hard if this goes through (and I am convinced those areas will put up enough fuss that they'll be eliminated from the changes)!

Nick & Trudy Vandekar - Well, where they are now, their high school is not anywhere on the list!!  A GREAT thing for my terriroty! We had community meetings with the Board months ago when this all began and one final meeting in November that we think set this 'no-change' plan for PHS in motion!

I know last night, we were all searching frantically for the school to see if it was in any of the pages of changes!  We were THRILLED, to say the least, not to see it anywhere on the plan.  PHS residents are, hopefully, not going to be impacted...at least for now!

Debe one thing that gets parents out for sure is any talk about redistricting, even minor changes causes concern.

"Intact feed" ? "Building utilization" ? I don't understand those words. Sounds like committee-speak to me, and what does it have to do with public schools?

Always, George Souto, ALWAYS! We knew this was coming for quite some time now and the end of the debate is almost here. We shall see how this pans out and we'll all adjust - as we have many times in the past!

Right, Elizabeth Weintraub Sacramento Real Estate Agent, Top 1% of Lyon Agents?!  Many of which the average consumer/resident don't understand - all they understand is that their home values are either going up or down and that their children will possibly be upset about the changes! It impacts households dramatically - more so than the school Board ever acknowledges!
