There may be something hidden in plain site in your neighborhood. It could be a Zombie house? Now before you think of the Walking Dead, a zombie house is a home where the home is in foreclosure, the home owner has moved out but the bank has not taken the home back. So it sits, and sits and sits. Unkept, lawn not mowed and collecting trash. Even here in the Manchester NH area. we have Zombie homes.
NOT IN MY AREA YOU SAY.... Are you sure? You may want to look again. Zombie homes are not just limited to the 'not so good areas:. You can see them in rural areas, suburban areas and the inner city. From start homes to mansions.
HOW CAN THIS BE? There is a shortage of homes for sale. Why are they not just sold? How do cities allow this to happen?
Most often the problem starts when a home owner simply moves out of their home. Many are in Foreclosure, but the foreclosure auction has not taken place. The bank therefore, does not own this home yet. Therefore the home owner of record, is technically still responsible for the upkeep and costs of that home.
"Where the bank does not own it, they often do not have the authority or will to board up, secure or maintain such homes." That statement came direct from the mortgage industry, however it is not entirely true. Banks do have "escalation" clauses that do allow them to secure a property and even maintain it.
The PROBLEM though is many banks do not know which homes are vacant or left in this Zombie state. Those that do identify homes as vacant and unsecured, than have a legal maze to go through to take the authority to secure and maintain these homes.

IN CONCLUSION: The problem is not going away. In the end the tax payers pay for many of these homes. That could be you..... The answer is to contact your town ir cities building department and file a complaint. For safety, health and benefit of your neighborhood.
