A Buyer's Agent should run comps for the buyer to council them in making their offer. A low offer is used to test the negotiating stance of the seller but the buyer should not expect to get a positive response to it. However, the buyer with a low offer actually gets insulted when the seller doesn't ccome down to his offer or compromise on his asking price. Especially in the next round of negotiations. "Well I came up 20k they only came down 2K." Low Ball buyers just usually put in multiple offers without any real postitve movement towards purchasing a house and in my experience almost never get into contract.
