One of the key problem faced by home owners facing foreclosures is inability to refinance. The House has just approved the rescue plan to provide cheaper, government-backed mortgages to half a million debt-ridden borrowers. The plan would let the Federal Housing Administration take on up to $300 billion in new mortgages.

Both the Senate bill and a similar plan passed by the House of Representatives earlier this month would create a fund under the Federal Housing Administration to allow distressed homeowners to refinance into government-guaranteed loans."

I wonder if the forgiven loan quantity would also equate to something on the order of a bid ? Lenders who agreed to erase a large share of the original loan amount could win a government guarantee on future mortgage payments based on the size of the lender's loss in total forgiven loans which might be considered a bid for the guarantee. With an arrangement like this, the lenders demonstrating the largest loan losses would get the biggest bailouts, like Countrywide. It's too late for the hundreds of lenders that crashed, like New Century, Chase Subprime Wholesale, Evergreen Investment, Carnation Banc, Casa Blanca, Mortgage/Shearson - Wholesale, Guaranty Bank, Citi Residential Lending, Montgomery Mortgage Capital Company, etc.

Congress never ceases to amaze me, especially this Congress.

Keith and David, thank you for your post and my apology for a wrong link for Senate panel passes housing rescue plan link. I corrected it now. The recue plan was passed a few hours ago. I wanted readers to be able to compare it to the House plan, but mistakingly both links were ti the House plan. The bill that cleared the Senate committee on Tuesday now must go before the full Senate for a vote. If approved, lawmakers will need to hammer out a compromise between the competing House and Senate versions.
