It will depend on the sub division. There are some communities where not many homes come on the market. In these sub divisions homes sell quickly .
You may have watched TV shows or read books about offering 50% less than asking price but in reality it is not common.
The agent can show you all the sales and the list price and final sales price of the homes. If a home is priced below market it may be priced to sell quickly and there may be multiple offers . It may sell for more than list price. The agent is the best person to guide you but do not just take the agent's word , ask to see the comps.
If there are multiple offers you should consider fewer contingencies or offer the seller a closing date that the seller will prefer. Some sellers will prefer fewer contingenices to higher price. You agent is the best person who can guide you.
You can hire an attorney to prepare the agreement of sale or have the agent prepare it and have attorney review it. Your agent can tell you about state laws on making an offer to purchase.
