This opens up a big can of worms in this area.  Not sure this was a good move

Apparently he had stage 4 lung cancer and the treatment has to do with processing full plants which he can't buy. So the judge is saying he can grow plants for his medicinal purposes.

If he is a tenant the landlord might want to set aside a specific place for the growth of these plants. If he is an owner he might want to do the same thing, so it's confined to a specific area that won't be ruined by the water. Besides potential water damage, I don't see any negatives.
