The Food, Conservation and Energy Act of 2008, commonly known as the Farm Bill includes a new permanent disaster assistance program that will provide relief funds to equine farmers and ranchers who suffer losses in areas declared by the USDA to be disaster areas. For the first time, horses are specifically included within the definition of livestock that's eligible for the program.
Another provision makes horse breeders eligible for emergency federal loans following natural disasters. They have been excluded in the past.
In this season of stormy and sometimes violent weather, it's nice to know that are horses are considered as valued as all other livestock on farms and ranches.
