You can only post a photo into the city. I do not think AR allows photos to be posted into the state or county any more.

Go to the city on localism.

On the left of the city page there is the option to see the photos.

Click to see photos, and then on the photo page,

on the right there is the add photo option.

This may impact your efforts, not sure.

But evidently AR only allows photo uploads at the community level. It may be that it allows them only at the lowest level, in the case of a city without listed communities.

But in Chattanooga, there was a error when I tried to upload to the city. I was able to upload to a community under the city level.

I am adding this to my lessons learned post.
