We aquried Peppers when he was 3-4 weeks old.  He definitly was a waif.   He was underweight and buggy.  We almost lost him.  I was working on a project and some young boys brought this sad looking kitten to me and asked me to take him home.   Fast forward 5 months and the time has come for him to be neutored.  He is now a loving healthy kitty that my son has nicknamed snuggle kitty.

I could take him to the vet but I wanted a less expensive solution.  I found an  organization called Snip Idaho.  For $62 my Peppers will be neutured and chipped.  It was at least $100 more at the vet.  If I was broke I could apply for financial aide.   I used the money I saved to take my other to pets to get their vaccinations outside the vaccination clinic.  

There were other places such as the Idaho Humane Society but I didn't think I qualified.  I felt justified because I took him in as a waif.  

If you need to get your animal neutured you can consider these options.
